All vets and most pet stores will trim your bird's nails for you for a small fee. If you want to do it yourself, you will have to towel your birds and trim carefully with a pair of nail clippers. However, budgie nails are super tiny, and you need to be cautious to cut off only the tiniest end, or your bird will bleed. Keep flour or a professional clotting agent at hand in case something goes wrong.
There are some perches that can help the nails to wear down naturally. Avoid anything covered in sand paper or anything similar: this will open sores on the bottom of your birds feet as they have to stand on the abrasive material. Instead, look for a stone, marble or concrete perch which is smooth to the touch but super hard. Also, making natural wood perches in your own back yard is a safe and inexpensive way to let your birds wear down their nails on a natural rough surface. However, you need to be sure you can accurately identify the variety of tree and establish that it is safe and nontoxic to parrots.
