Since parakeets breed when others are around when tiny and tinsel are ready is it possible to trick them into thinking they are part of a flock?

I don't think you'll have to trick them. I've read many accounts of a single pair of budgies mating, without having a flock around. Bluebirds' pair is mating right now, and she only has the two of them. Just remember that both Tiny and especially Tinsel need to be a full year old before you even start getting them ready to breed.

Indeed birds are ready to breed at 6-8 months but IT IS VERRRRRYYYY UNSAFE! You could end up having the chicks abandoned or one of the parents dead, the female I believe has more chance of becoming egg-bound, even though this happens with mature budgies too.
Anyway yes you can breed with 1 pair but I have to admit it will take a while, I have been planning on breeding my birds for 2 years now, because 1st breeding season, on summer holidays it didn't work so I'm trying this year again! I'm not saying it'll take you 2 years though I'm just saying that it doesn't just happen, you need to give your share too.

The good news is my sister is getting a budgie from petco during Christmas break and she is going to name him gummy he looks kind of like Kringle

Is your sister older than you, or younger? It's exciting that she's getting a budgie, too. I'm sure you will be a big help to her in leaning to care for her budgie.
