I managed to get Emma into the smaller cage by herself last night. I put the comfy perch circle swing in. She perched on top of it (meaning she was at an angle to vertical). She hissed at me as I covered her. When I uncovered her this morning, she was in the same position. I think she stayed that way all night. I don't understand why she wouldn't perch on the swing like she usually does. Birds are strange.
She came out this morning and is playing on top of the budgie cage. I put a bowl of seed up there and a small bowl of water, since she doesn't want to go back to her own cage.
A little while later, she was taking a bath in the water. I tried putting a hair dryer on her, very low, and far away. She didn't like it much. I removed the large bowl and put in a smaller one. She went over and stood in it! So, I figured she was in a bath mood and I got out the mister. She really enjoyed it, doing her shower dance. She raised her wings and I sprayed under them. She was very happy. I turned up the heat so she doesn't get chilled.
She has been pretty friendly this morning, perching on my forearm.
She and Piper have been flirting a little bit through the bars.
I think this is better, and maybe it will work.

Time for night night.
I covered the budgies and turned down the lights. Emma gave me a little problem about going into the cage. She found the highest place in the room, and seemed determied to roost there. I went after her with a wooden perch, but she wouldn't step up. However, after a couple of tries I got he to come down. She flew around a little, flock calling, then landed on top of the small cage, which had a light over it (the only one I left on). Then, I went and got a spray of millet. She wouldn't step onto my arm to get it, so I put it on the floor of her new cage. It took about twenty minutes, but she finally went in. Tonight she perched on the right place on the swing. I told her she was a good girl. She still hissed when I covered her. However, I stayed calm through the whole thing and I don't think it will affect our relationship.
We're having some adjustment issues about getting into the cage for the night, but overall, I feel this was a good day, and I feel I am making the right decision. She has been ready to come to my arm throughout the day, quite promptly when I offer it. It is interesting that the budgies seem to have adapted to the change without any issues.
I am so grateful for the information and support I receive here. I really do enjoy having birds, and especially enjoy having Emma. It would not be possible for me to have what I have or to figure out what to do without this community.

I wouldn't worry about this hissing so much... pirate hisses and squeaks quite a lot, generally just to tell me things he doesn't like. "Hey, don't roll over on me!" "Mooooommmm! I'm not sleepy I don't want to go to bed!" "My noodle, don't touch!" And so on.

Lucy hisses. She's very sassy. I don't see it as a bad thing though. I think I need to work with her a little bit soon but it isn't problematic
