Last night I was watching TV with my brother. I heard an unusual sound coming from the birds. They were both on the floor on the bottom of the cage. Snowy was on Piper's back, moving back and forth. They were both making soft clucking sounds. They noticed me looking at them, and stopped LOL.
As far as I know, they are both males, about three months old. They are having their first molt. If one of them could be a female, I would think it was Snowy.
They have recently started fighting over favorite toys and over who gets to come up on my finger and have a treat.

No, they both look like males to me. Its actually not uncommon for males to behave this way when females aren't available to them - they form very close emotional bonds with each other, and that can bring on some mating instincts. What it does tell me though is that you need to be a little bit more careful controlling their hormones. You need to make sure they are covered at night for a long time, and that they are getting plenty of sleep. Also, if you have been sneaking them some fatty treats, try to cut back for a little while
