Ok here is a question. I have some tree branches, bought from pet store, thaat have different thickness. I am going to get a rope kind of perch also. My question is do I need a mineral or cement perch for her claws? I have read conflicting things on them. Do Budgies nails get that bad?

I've been told not to use them. They hurt the bird's foot, and really I don't think budgie's nails grow too fast---but someone else might know different.

Budgie's nails do grow forever, just like ours do. They do need to be worn down, but most of the man made perches that are created for this will wear the skin right off too. Its best to use natural wood with bark still on it. This should wear the nails down as they would be worn down in nature. You may also need to clip the nails, as you would for yourself, your dog or cat. With a really good diet and good perches, you may only need this done two or three times a year. Because budgies are so small, there is a very high risk of bleeding. You should watch some instructional videos about bird nail clipping until you feel you can do it safely, or just take your birds to a professional every six months or so. Pet stores and veterinary offices will usually do it for you at a moderate fee.
