Well sweetness, that really has to be up to your parents. I can't say I recommend it. Budgies lives are about a third as long as a cockatiels, and your cockatiel will be alive not only when you start college, but when you finish it and possibly (hopefully) through more than a decade of your life on the other side of your education. It may seem like a great idea, but who will look after your bird if you live in a dorm, or have to have an apartment with roommates that does not accept pets? Better to make a commitment to an animal later in your life when things are more stable before committing to an animal that could be with you for the next thirty years! It would really have to be your mother or father's bird.

I'm not worried about how busy you are now, I'm worried about what happens when you go away to school and cannot take pets with you.

Yes, but usually Colleges are 2 or 4 years. We are looking in the long future.
