I'm so sorry to hear about your birds' night terrors! You may wish to give them a dim night light all the time, to prevent any future freak outs.
To answer your original question:
You will know a broken wing from a strain, sprain, or feather damage because it will hang limp from the bird's body like a dead thing; it will seem they cannot manipulate it at all. Lifting the limb awkwardly, tucking it up at all, or even shaking the wing violently are signs the limb is likely not broken, but that is not cause for avoiding medical attention. A dislocation could be present, and may be more painful and more damaging to the bird's future flight ability than a clean break.
In the event that a birds wing does become broken and hangs in this manner, gently restrain the animal. Using your best judgement and as gentle a touch as possible, attempt to tuck the wing back against the bird's side as it would normally be held by the bird. Force nothing. Once the wing is tucked, gently and loosely bind the wing to the bird's body to stabilize it with gauze, an ace bandage or something similar as long as there is no adhesive involved. Medical or scotch tape can be used to secure the end of the wrap. You can wrap both the bird's wings, but it may throw off their balance. Try to wrap in a criss-crossing diagonal pattern so that the healthy wing is free. Then, restrict the bird's movement by keeping it confined. A hospital cage might work, a box is better than nothing, but the ideal is a cat carrier. Make sure there is a warm blanket or towel in the bottom of the vessel, whatever it may be, and then take the bird directly to a vet or emergency animal hospital. Not stabilizing the limb or restraining the animal will almost certainly end in worsened or new injuries for the bird. If your animal is tame, or is suddenly seeking physical comfort from you, holding it quietly and speaking softly are good ways to keep them calm if they will not be still in the carrier.

Thanks Sarah! Both had their wings wrapped and as much as I hate to admit this, it's hilarious to watch them try to stretch. They stretch their good wing and then look around trying to figure out why both wings didn't stretch.
The vet says I can remove their binds on Thursday.

Update: Both birds are doing ok. They are back to being their bratty selves, and they are climbing the walls trying to get me to let them out. I hooked some millet to their cage walls so that they are a little happier being stuck in their cage. I can let them out to climb around today after I get home from work, but they will have their wing wrapped until tomorrow.

They got let out of the cage yesterday, and I promptly got bit by Shasta (apparently it's my fault that they hurt themselves), so they went right back in their cage for time out. Their bindings will be taken off this afternoon.

They're free! Both birds are sitting here eating millet on their playground. They tested their wings out by doing a few laps around the apartment.

Yeah, both did great. They did a few laps this morning before I left for work and went back to their cage happy as can be.
